About the Commission

The Zoning and Planning Commission (ZAPCO) acts as an advisory board to the City Council and Board of Adjustment. ZAPCO regularly meets each month except for December. All meetings are open to the public.

Send an email message to the entire Zoning and Planning Commission

The city council shall appoint by simple majority vote a zoning and planning commission consisting of a chairperson and five members, for a total of six members. The chairperson shall formally appoint a vice-chairperson from among the commission members each year. A quorum shall consist of a simple majority of the members appointed by the council. Quorum shall include the chairperson and vice-chairperson. The chairperson shall only vote in the case of a tie.

ZAPCO reviews and makes recommendations on the following:
  • Amendments to the West Lake Hills Comprehensive Plan and Comprehensive Plan Land Use Map
  • Consider and make recommendations to the city council and the board of adjustment on requests for variances to the city’s ordinances
  • New building permit applications for all districts (except R-1)
  • Subdivision applications (including preliminary plats, final plats, replats, amended plats, minor plats)

  • Sewage facility applications for all districts (except R-1)
  • Sign permit applications
  • Zoning changes or anything pertaining to zoning
  • Assist in drafting code amendments relating to building/development, land use and zoning
