CITY OF WEST LAKE HILLS APPROVES CONSTRUCTION CONTRACT FOR PROPOSITION B – ROADWAY AND DRAINANGE IMPROVEMENTS

WEST LAKE HILLS – Approval of Proposition B was at the height of discussion at the City of West Lake Hills Council meeting last night, Wednesday, Feb. 14, 2024. Council voted to approve the award of a bid of $7,934,736.93 to Smith Construction. The improvements are those associated with the roadway and drainage projects approved by voters in the 2021 bond package. 

Mayor Linda Anthony said, “Now for the culmination of what (took) 5 – 6 years of work. This is a big darn deal. I’m thrilled that at long last we are here tonight to award a bid for our road and drainage bond package and I’m very excited that we’ll be able to go ahead and award the bid and get rockin’ and rollin’. And first up is going to be Camp Craft.” 

The City anticipates to begin construction with the Eanes Creek/Camp Craft Road project this summer taking advantage of the opportunity to close a segment of Camp Craft to remove the low water crossing. More information about construction and specific start dates will be shared with the community as work is scheduled. 

The bid award also includes a small pavement section of Juniper Ridge for $8,806.00. The roadways included in the bond package letting are Redbud Trail, Westlake Drive, Laurel Mountain, and Yaupon Valley Road. City Council acted last fall to postpone improvements to Terrace Mountain due to funding constraints. 

About the Project 

Proposition B was approved by voters in November 2021 and provides funding of $11.8M to construct much needed roadway repairs and drainage improvements to Eanes Creek/Camp Craft Road, Redbud Trail, Westlake Drive, Laurel Valley Road, and Yaupon Valley Road.

Bond Package:  5 Projects / $11.8 million

Proposition B provides funding to construct much needed roadway repairs and drainage improvements to Eanes Creek/Camp Craft Road, Redbud Trail, Westlake Drive, Laurel Valley Road, and Yaupon Valley Road.

The bonds team has been diligently preparing for the roadway and drainage improvement projects. Each project undergoes a thorough process that involves finalizing project designs, working with property owners to obtain necessary easements, and obtaining permits before construction can begin. 

The City will bid out the projects on Eanes Creek/Camp Craft Road, Westlake Drive, Yaupon Valley Road, and Redbud Trail to expedite improvements. Other projects will move forward at later dates as easements and permits are collected. 

Roadway Design Updates: 

  • Summer 2023:  Construction documents have been completed and the design team is working on obtaining permits from state and local agencies, including the TCEQ.
  • Ongoing:  Working with property owners to obtain necessary easements.

Once easements are obtained for the projects, the City will bid the projects. Construction could begin in 2024 and start dates for each roadway project are dependent on the permitting and easement process.

Eanes Creek / Camp Craft Road  

Project Description:  Replacement of Eanes Creek crossings at Camp Craft Road and Eanes School Road with improved culverts; raise Camp Craft Road by about 6' and Eanes School Road by about 1.5'.

Redbud Trail   

Project Description:  6,500 feet of drainage ditch improvements, replacement of two culverts, and a retaining wall along the northern ROW to grade the proposed ditch. Also includes obtaining a 25' drainage easement from the proposed cross culvert to Little Bee Creek.

Westlake Drive  

Project Description:  Replacement of Little Bee Creek crossing Westlake Drive with larger culverts; including 645 feet of ditch improvements westward along Laurel Valley Road; 1.335 feet of ditch improvements along Westlake Drive; and 450 feet of ditch improvements along Redbud Trail east and west of Westlake Drive.

Laurel Valley Road 

Project Description:  Replacement of four culvert sites from Westlake Drive west to Yaupon Valley at two intersecting points, Ledgeway and a tributary of Little Bee Creek. Little Bee Creek crosses Laurel Valley at three locations; the tributary to Little Bee Creek crosses at another location. Also involves 840 feet of ditch improvements from Double Fork Road to Ledgeway.

Yaupon Valley Road  

Project Description:  Various drainage ditch improvements on the western end of Yaupon Valley, including culverts and reinforced concrete pipe from Juniper to Madrone Road.
