2021 Special Election
The City will hold a Special Election on Tuesday, November 2, 2021 for 3 Propositions. Proposition A is to issue bonds to fund a new City Hall, Proposition B is to issue bonds to fund for public street improvements and Proposition C is a special election regarding a tax repeal. More information on Proposition A and Proposition B can be found on our Bond Information page here.
Proposition C proposes to repeal the Additional Sales and Use Tax at the rate of one-half of one percent (0.50%) for property tax relief, and the adoption of the Local Sales and Use Tax at the rate of one half of one percent (0.50%) to provide revenue for a fund dedicated solely for repair and maintenance of city streets.
State law allows cities to collect a maximum of 2 cents of the sales tax levy and permits them to allocate a portion of that revenue to dedicated funds for specific purposes such as economic development, property tax relief and road repair and maintenance. Those separate allocations require voter approval.
In fiscal year 1995-1996, the City of West Lake Hills’ municipal tax rate was 0.1614 cents per $100 valuation. The city council voted to reduce the property tax rate to 0.0825 cents for the following fiscal year and put a proposition before voters to adopt, by election, an additional sales and use tax at the rate of one-half of one percent (0.50%) for property tax relief. This coincided with the opening of the Village Shopping Center on Bee Cave Rd. This additional 1/2 cent of sales tax revenue used for property tax relief has been in place since then and has resulted in the loss of $15 million of sales tax revenue to the city. If approved by voters, Proposition C - the street and maintenance sales tax - would expire every four years after it takes effect unless the city’s voters re-authorize it to continue for that purpose.
